A Crown corporation behind every game

BCLC is a Crown corporation, incorporated in 1984 and continued under the Gaming Control Act. On April 13, 2026, BC brought a new Gaming Control Act into force. Gambling in British Columbia is legal only where the provincial government itself operates it. On the government's behalf, BCLC manages all commercial gambling, including casinos and online gambling.

Its games ran at 26 casinos, 10 community gaming centres and one commercial bingo hall in February 2026. Private service providers run every one of them.

That split is why this guide keeps two words apart. "Runs" names the company that operates a casino, such as Gateway Casinos & Entertainment. "Owns" appears only where an owner or a sale is published. In both cases BCLC conducts and manages the gambling inside.

Age, ID and help on every floor

In British Columbia, 19 is the gambling age for casinos, lottery tickets, online play and charitable events. No one under the age of 19 is allowed inside a gambling venue. Starting in June 2023, all people who enter a gambling facility in BC show photo ID issued by government. Each ID is then compared with the self-exclusion list.

Every casino in the province has a GameSense Advisor available to anyone harmed by gambling. Any BC resident gets free help from Gambling Support BC, and that includes people affected by the gambling of a loved one. Its line, 1-888-795-6111, takes calls around the clock, on every day.

Fifteen of the sixteen casinos in this guide name Encore Rewards, the same players' card, on their own pages. RimRock Casino in Port Alberni does not describe a card in text.

Where part of the money goes

First Nations in British Columbia receive 7% of BCLC net income. The BC First Nations Gaming Revenue Sharing Limited Partnership is how that share is passed on to them.

Kamloops offers one dated example at city level. Cascades Casino Kamloops, run by Gateway Casinos & Entertainment, opened on August 19, 2015. From that opening onward, host payments to the City of Kamloops have passed $43.3 million. On January 14, 2019, Gateway purchased Chances Kamloops, a deal that made it the sole gaming provider in Kamloops.

Who oversees the system

The Independent Gambling Control Office (IGCO) took over as British Columbia's gambling regulator on April 13, 2026, and has held that role since. It replaced the former provincial regulator that day. That same date also marked the start of BC's new Gaming Control Act.

The IGCO also administers Gambling Support BC, the provincial program behind the free help line. Callers speak with a navigator, who can give immediate help, point to local services or arrange a counsellor at no cost. From April 1, 2026, the help line and free counselling have operated together as a single provincewide service.
